Jose Arroyo was my ICE Deportation Officer while I was being detained at the Northwest Detention Center (NWDC) in Tacoma, WA in 2016.

While I was being detained at NWDC and ICE was trying to figure out how to get around the fact that I'm not a Canadian citizen; and that IRCC will not let them deport me to Canada again unless there is actual evidence I am a Canadian citizen; Arroyo sent an internal email to Kip West of the US Border Patrol with his suggestions on how to handle the situation email dated 2016-06-02. Kip West was the Intelligence Agent who interrogated me on 2016-05-27.

Obviously, Arroyo did not intend for the content of that email to be read by anyone outside of DHS. But West inadvertently forwarded it to CBSA, who forwarded it to the RCMP, who inadvertently provided it to the BC prosecutors, who unwittingly provided it to me as part of disclosure in the criminal prosecution against me. And now I've published it on this website!

Arroyo Admits There Are No Canadian Citizenship Documents for Me

In that internal email, Arroyo stated that the problem is I don't have a Canadian birth certificate or passport. A Canadian birth certificate or passport, in other words a document establishing Canadian citizenship, would be required in order for Canada to accept me for deportation. Well, legally anyway. Canada had illegally allowed the US to deport me there two times previously.

What's interesting about this is that ICE still had the fraudulently obtained Ricky Riess passport and birth certificate which they had used to deport me previously. I'm guessing IRCC or CBSA had since told ICE they would no longer accept those documents as proof of my identity or citizenship. Which would make sense since it had been established through fingerprints that I'm not the person named on them and that they were fraudulently obtained.

Arroyo Suggests Taking Me To the Border and "Hoping" Canada Will Admit Me

In that same email, Arroyo also said to West "...so all we can do is drive him north to the POE and take the chance of allowing him to present himself to CBSA and request admission into Canada".

This further shows that ICE knew I was not the person who was born Ricky Riess in Canada - the person they previously detained me for four years then deported me as. Because if I was a Canadian citizen then CBSA would absolutely have to grant me admission to Canada. There would be no concern about whether or not I would be admitted to Canada if ICE brought me to the POE.

Arroyo Suggests Making Me A Person of Interest to the RCMP/CBSA to Circumvent the Deportation Process

Arroyo went on to say that if I could be made a person of interest to the Canadian authorities (CBSA or the RCMP), then "that would be the way to go on this case".

His meaning was clear: Even if I'm not a Canadian citizen and not admissible to Canada, if I'm wanted by the RCMP or CBSA in relation to a possible, serious criminal offense then I am guaranteed to be taken into custody by the Canadian authorities if ICE drops me at the POE. This is how Arroyo was proposing getting around the issue of not being able to legally deport me to Canada again.

Immediately after suggesting I be made a person of interest to CBSA or the RCMP, Arroyo closed by telling West, "Any assistance linking us with CBSA/RCMP will be greatly appreciated".

Arroyo Falsely Claims I've Been Uncooperative

During the entire time I was at NWDC in May/June 2016, Arroyo never once had any contact with me. And even though there hadn't been a single interaction between me and anyone from ICE during those few weeks, Arroyo still claimed to CBSA "Mr. Riess [i.e. Fox, me] has been less than cooperative with ICE during his stay at this facility" email dated 2016-06-13.

I believe the purpose of that false claim was to cause the Canadian authorities to have the preconceived belief that I was being difficult, so that if I ended up in their custody they would be less likely to take me seriously.

Another interesting thing about this email is how Arroyo seems to be overcompensating by repeatedly referring to Canada as my "home". Notice he says, "I think he's ready to go home." Then, "Speaking of home, ICE is ready to take him back to his home...". He never once uses the word "Canada", just "home". Of course, I also accept the possibility I'm overthinking it and he's simply an idiot.
