Ricky Riess - Some Guy

Ricky Riess is some guy who was born in Sudbury, Ontario, Canada on 1973-11-24, to Steve Riess and Peggy Pepin. He was arrested in Toronto and charged with extortion, in November 1992. Shortly thereafter he left Toronto and was, apparently, never heard from again.
This is who ICE accused me of being when they were detaining me from 2007 through 2011. But in May 2008 (after detaining me illegally for eight months), ICE received the mugshot and fingerprints of Ricky Riess from the Toronto Police and, unfortunately for ICE, they didn't match mine. Regardless, ICE told CBSA I'm that person and CBSA allowed ICE to deport me to Canada without actually verfiying whether or not I was that person.
In 2015, I contacted Peggy Pepin to request a maternity test. She agreed. The test was negative. Peggy Pepin passed away in 2017, so there's not much chance of getting another maternity test. Although, she did have other offspring and I'm more than willing to test against them.
In 2019, Steve Riess (Ricky Riess's father) offered to provide the BC prosecutor a DNA sample to determine to "prove I'm his son". I agreed and insisted they pursue that. Both the prosecutor and the BC Supreme Court judge refused. So, I contacted Steve Riess directly. He refused to speak to me.
In 2019, Steve Riess was interviewed by the Sudbury Police, about his son and about me. Steve Riess claimed the person in my 2019 mugshot is his son Ricky. But then he claimed he had no knowledge of any of the schools his son attended (because they might have pictures of Ricky); he claimed the only pictures he has of me are the ones he received from Desiree Capuano and from the news media; he claimed he has no pictures of his son; he claimed the only things he knows about me are what Capuano has told him and what he's seen in the news media.
In 2021, the Toronto Police destroyed all records relating to Ricky Riess's arrest and booking. Apparently, shortly after they had been contacted by the BCPS and shortly before I submitted a Privacy Act request for them.
It seems to me that if I was the person born Ricky Riess in Sudbury, ON, it would not be that hard for DHS, CBSA, the RCMP, or the prosecutor to prove - to start with, they could accept Steve Riess's offer to provide a DNA sample.
