Synopsis

This is the psychiatrist's, Dr. J Mark Levy's, Psychiatric Assessment Report based on his Intake Assessment interview of me. I was required to participate in the psychiatric assessment as part of my probation on the criminal harassment conviction.

The critical, if not the only relevant, parts of this report are where Levy admits there was no evidence of delusional thinking and no indication of any mental illness.

IDENTIFYING INFORMATION

Patrick Fox is a 45-year-old, separated/divorced, father of an 18-year-old son. He is currently living at the Belkin Shelter and he reports living off borrowed money.

Mr. Fox was referred to the Vancouver Adult Forensic Outpatient Clinic as a condition of probation on the following charges:

  1. Criminal harassment (ex-wife).

BACKGROUND INFORMATION

OFFICIAL VERSION OF THE INDEX OFFENCE:
According to the synopsis of the crown case, in the Supreme Court of British Columbia, Patrick Fox and his ex-wife were married in 2000, and that same year had a son. They lived in United States, although Mr. Fox was a Canadian citizen. The couple separated in 2001 . Between roughly 2001 and 2011, the son was in the custody of Mr. Fox, and had little or no contact with his mother. The boy's mother re-established contact with him in 2011, and then began a custody battle. During the custody battle, the mother twice informed U.S. authorities that Mr. Fox be present at Court, which resulted in Mr. Fox being removed from the United States on both occasions.

In 2013, Mr. Fox told his ex-wife that if she did not return his son to him, he would devote the rest of his life to destroying her, within the confines of the laws. In 2014, Mr. Fox created a web site, written from his ex-wife's perspective, which contained private information about her, her friends and her family, and materials his ex-wife took to be defamatory and threatening. A post on the web site dated February 2016 discusses the logistics that would be required for Mr. Fox to travel to the United States and shoot her, ultimately concluding that it would be impossible to do so without getting caught. Reportedly the web site is accessible on the Internet and has received 1000s of visits.

Mr. Fox also sent emails to his ex-wife in which he told her some of the ways he was planning to hurt her, that he hope to drive her to suicide, possible, and that he would shoot her if it were not for the risk of spending his life in jail.

In May of 2016, Mr. Fox was caught trying to cross the U.S. border, legally. A subsequent RCMP investigation disc:overed he had shipped his 4 legally owned hand guns and a rifle barrel to a friend in California. ATF Agency California went to the friend's home and seized the fire arms, which had been shipped hidden in the computer.

Mr. Fox gave statements to the police in 2015 and 2016, taking responsibility for creating the web site and acknowledging his goal of ruining his ex-wife's life.

Mr. Fox served a period of jail time for the offence. He was released on December 30, 2018. He has been living at the Belkin Shelter, least till the end of January.

PSYCHIATRIC HISTORY:

Mr. Fox denied any psychiatric history.

MEDICAL HISTORY:

Mr. Fox denied any history of significant medical problems.

SUBSTANCE USE HISTORY:

Mr. Fox admitted a remote cocaine use.

MEDICATION:

Mr. Fox said he was on no medication.

PSYCHOSOCIAL HISTORY:
Mr. Fox said he was born in the United States, Florida (he showed me a birth certificate to support his claim). As a youth/child he said there were family problems. He reported running away from home. Eventually became a software engineer. He has had his own business in the past. He married his wife, after she became pregnant. They had 1 child who is now 18 but he has no contact. He said the relationship fell apart after less than 2 years.
Mr. Fox said his parents are deceased and he has no siblings he is aware of. He said he had no friends.

Mr. Fox denied any history of violence.

Mr. Fox did admit 2 past driving while impaired charges, years ago.

Mr. Fox admitted to gun ownership.

MENTAL STATUS EXAMINATION

There were some initial difficulties in establishing rapport. Mr. Fox was guarded at times. He was otherwise coherent and organized without any clear evidence of delusional thinking (I understand there is a concern his claim about being a U.S. citizen might be delusional). There was no evidence of hallucinations. He denied suicidal ideation or thoughts of violence.

CONCLUSIONS AND RECOMMENDATIONS

The available information and cross-sectional examination do not point to the presence of any major mental illness, except for the possibility of a personality disorder with features of cluster A and B traits.
At this point in time, I do not think there is any psychiatric intervention which Mr. Fox might be interested in to be helpful.
