Hello Cpl. Boyle,
Per our telephone conversation, I would really appreciate if you can review the a/n file. I am currently in the possess of reviewing the eligibility for Mr. Fox to continue to hold a firearms licence. Under s.16 of the Firearms licence Regulations consider for revocation of a firearms licence if we become aware that the individual has been involved in an act of domestic violence or stalking. Given the fact that the police have conducted investigation and the fact that the Crown declined to pursue charges for criminal harassment, I am interested, in your opinion as a domestic violence investigator, the risk to the victim and the public. As I mentioned on the telephone, the effort and the confession from the client to continue to "make the victims life miserable" is a com::em for us; however, we cannot act if there is no risk for public safety as Crown pointed out (non-criminal). I am also not sure if some of the facts provided by Crown in terms of mitigating factors are accurate or just assumptions.
Your opinion on this matter is much appreciated. Please let me know if you require any additional information.

I have looked over the file and ran the entities. I do not wish to put myself in the position of providing an 'opinion'. However, if you look at totality of the situation I see the following:
- SOC has been deported from the U.S.A.;
- SOC and COM share a 14 year old son;
- COM allows the SOC to have regular visitation with their son and has for years;
- SOC does not have a criminal record within Canada - there is no information in the file regarding the U.S. charge of perjury;
- The SOC was not charged criminally in Canada and the COM was informed it was a civil matter.
I do not know if the SOC in the file is allowed to travel to the U.S.A. where the COM lives but being as he was deported I think it is unlikely.
At this point I can not say if there is a public concern for safety from the SOC in this file. He is fixated on the COM but his actions to date, through his website, is problematic for the COM and no threat has been recognized by the courts through the police investigation.
I know this really is not helpful, but I can only go on what the SOC has on our system.
