As per our conversation, I am requesting any formal documentation available to prove the subject in our custody, RIESS, RICHARD with a date of birth of November 24, 1973, was born in & is currently a citizen of Canada. I also want to point out that he was in possession of a legitimate Canadian driver’s license & firearms license that he had in his possession that he was able to attain in Canada with a legitimate US birth certificate that he obtained fraudulently under the alias FOX, PATRICK HENRY with a date of birth of November 24, 1973.

He spoke extensively with Mr. Riess/Fox the night we apprehended him. He will be way more helpful to you concerning this guy than I can be. Feel free to contact me in the future if you need anything. Also, if you don't have someone you can talk to at our detention facility in Tacoma in regards to Mr. Riess/Fox's status, let me know. Hi Kip,
If I can get you to write a report, detailing everything that happened (ie. he jumped the border using a fake name to see his son, any specific threats or comments made detailing concern for public safety), that would be great. On the Canadian end, Mr. RIESS does not have a criminal record and charges were stayed for his previous file for uttering threats.
Also, after speaking with the firearms registry, they suggest seizing Mr. RIESS' PAL license as he can acquire additional firearms online. Is it possible to seize his PAL license?

This is a new request from RCMP that I honestly don't know how to direct. They are asking for some type of formal report based on Kip's interview with the subject and his potential knowledge of any intent Riess may have to harm his estranged wife here in the United States. RCMP intends to incorporate the USBP information along with theirs in pulling active weapons permits from Mr. Riess. RCMP's request is time sensitive and would like a response back so they can act accordingly. Thoughts?

This would fall under the same foreign disclosure information sharing that we currently have in place. With the exception that Kip will need to put his interview notes on an I-44, G-166 or I831 and sign them. (Some form of report of investigation but not in e3) then have them reviewed and signed off by an SBPA.
RCMP needs to send a formal request which outlines the purpose and the information they are requesting. Then the information disclosure form needs to be signed after I review the documentation.
All that up to the signing of the form goes through you as the duty SBPA and can be passed off to Chuck in the AM as the assigned SBPA of that station.
All that being said this is for information sharing for furtherance of an investigation. If the information is later going to be used in a court proceeding then they will have to submit a request once again for that which we will route through OCC for concurrence.

So it seems there is a bit of a twist to the Richard Riess case. The information that they requested from us was used in the pursuance of a search warrant which they executed today. When they went to the residence it was discovered that Riess had actually vacated on the very same day that Border Patrol picked him up in his crossing attempt (May 27). RCMP Constable Kam is requesting some additional assistance in interviewing Riess down at the detention facility in order to determine the location of his firearms. Short of sending someone from our office down there, I suggested an ICE Special Agent that may be willing to assist. Are there any suggestions for who I should reach out to on her behalf. Thanks
