Application for Certificate of Canadian Citizenship for Patrick Fox
Dear Sir/Miss:
Please see the following notes/comments regarding my enclosed Application for Certificate of Canadian Citizenship.
I have excluded the details of my parents from the application because both parents were US citizens, born in the US, and neither were born in Canada or ever had Canadian citizenship as far as I know. Therefore, their information is not applicable or relevant.
If you still wish to verify my parents were not Canadian citizens, their names are listed on my Florida birth certificate which is enclosed.
My GCMS record clearly and correctly states I was born in the USA, and I have never applied for or received Canadian citizenship. However, in response to my previous Application for Certificate of Records Search (SR00010791), IRCC claims my “claim to citizenship has been established and supported by a genuine Ontario Birth Certificate...”.
However, I was not at that time, nor am I at this time, making any claim to Canadian citizenship. It is the US DHS, IRCC, and CBSA who keep insisting I am a Canadian citizen, not me.
The Ontario birth certificate of Ricky Steve Riess, upon which you seem to be basing your claim that I am claiming Canadian citizenship, was obtained by me from the Registrar General of Ontario while I was in ICE custody and ICE was trying to deport me to Canada.
I applied for it because ICE told me if I want to get out of custody then I have to obtain that birth certificate so they can deport me to Canada. You will notice the date of issuance on the birth certificate is 2011-01-07 - I was in ICE custody, in removal proceedings at that time.
When I applied for the birth certificate, the Registrar General of Ontario repeatedly requested further clarification, information, and documentation, to establish I was really Ricky Steve Riess. Eventually, I told them I am not, and that I am applying for the birth certificate because I am in ICE custody, ICE alleges I am that person, and ICE ordered me to apply for the birth certificate. Immediately following that, the Registrar General of Ontario sent me Ricky Riess’s birth certificate without further hesitation.
I was clear with the Registrar General of Ontario that I am not Ricky Riess from Sudbury, Ontario and that I am applying for the birth certificate because ICE insists I am him.
I’m sure the Registrar General of Ontario has records of all of my prior correspondence with them. They have provided me some, through Freedom of Information.
While ICE was trying to deport me, I was repeatedly in communication with the Canadian Consulate in the US. They initiated contact with me, I did not initiate it.
Initially, I did not make any statements to the Canadian Consulate about being, or not being, a Canadian citizen. They assumed I was, because that’s what ICE told them. They tried to be very helpful. Eventually, I informed them I am not a Canadian citizen and not the person who was born Ricky Riess in Canada. They insisted they did not believe me, that they believed I am Ricky Riess from Sudbury, and that the US authorities had already determined that. From that point on, the Canadian Consulate refused to assist or cooperate with me, but did everything they could to assist and cooperate with ICE to effect my removal to Canada.
Each time I was deported to Canada, upon my arrival at the port of entry, CBSA asked what country I’m a citizen of and I responded “the US”. I made no claim of being a Canadian citizen. However, the emergency travel documents approved by IRCC and issued by the Canadian Consulate, stated I was a Canadian citizen, so CBSA granted my admission regardless of what I claimed at that time.
I emphasize that those ETDs were issued based on ICE’s claims and the Canadian Consulate’s insistence that I am the person who was born Ricky Riess in Sudbury, Ontario, NOT based on anything I claimed.
Ricky Riess’s father, Steve Riess, has repeatedly offered to provide a DNA sample for the purpose of determining whether I am his son. However, he has only made those offers to the police and BC prosecutors, who have refused to accept those offers.
I have attempted to contact Mr. Riess directly, to proceed with the DNA test, but he refuses to communicate with me.
I would urge IRCC to follow up with Mr. Riess and have that DNA test done because it will prove, once and for all, scientifically, whether or not I am his son, the person who was born Ricky Steve Riess, in Sudbury, Ontario.
Even if Mr. Riess turns out to be bluffing, and he refuses to proceed with the DNA test, Ricky Riess also had four siblings, and any one of them could be used for a DNA comparison. Unfortunately, Ricky Riess’s mother (Peggy Sampogna) passed away a few years ago, so she would not be available.
It amazes me that the Canadian authorities, including IRCC, CBSA, the BC prosecutors, and the BC Supreme Court, all adamantly insist I am the person who was born Ricky Riess in Sudbury, Ontario, but then adamantly refuse to have a simple DNA test done to conclusively prove whether or not that is correct. It seems pretty obvious to me that the reason is because they know the DNA test is going to prove I am not related to Steve Riess and, therefore, am not the person who was born Ricky Riess.
But please keep in mind, if IRCC does issue the Certificate of Citizenship, and it is later proven through DNA that I am not Ricky Riess, then that might reflect very poorly on IRCC given that I have been insisting that all along.

On 2025-10-06, I submitted an application for a Certificate of Canadian Citizenship (Application #PR00517336). On the application, I provided my true, legal name which is 'Patrick Henry Fox'.
Today I received an email from your office, with the notice letter informing me the application was received. However, the letter is addressed to 'Richard Steven Riess', which is not my name. The UCI on the letter (11-1170-2257) is correct, but the name is not.
May you please ensure the application is processed with my correct name ('Patrick Henry Fox'), or legally change my name to 'Richard Steven Riess' and provide me documentation of such so I can obtain identification as 'Richard Steven Riess'?
If you decide to issue the Certificate of Citizenship, then having such a certificate with a name which is not mine will not be very helpful.
