Dear Miss. Pereira:
I respectfully request you inform me upon what basis and what evidence you continue to insist I am a Canadian citizen and, therefore, cannot be deported from or denied admission to Canada. You have stated exactly what in an email to RCMP Constable Kirsty Brown on 2019-08-21.
Documents and records I have received from both IRCC and CBSA clearly state I was born in the US and state my citizenship as "Unknown". IRCC further confirms, in writing, that I have never applied for, or been issued, a Certificate of Canadian Citizenship.
Moreover, I have email communication between myself and CBSA, wherein the Officer acknowledges that CBSA is merely an enforcement agency and does not make any determinations regarding a person's citizenship status. Only IRCC can make that determination. And, CBSA can only act on, or enforce, determinations or orders made by IRCC.
In addition, a maternity test of myself and Peggy Sampogna (nee Pepin) (Ricky Steve Riess's mother) proves that she is not my mother, and therefore, I cannot possibly be the person who was born Ricky Steve Riess in Sudbury, ON – as I have been insisting since my arrest by ICE in 2007!
So, given all of the foregoing, I demand to be informed of the basis upon which you continue to falsely assert I am a Canadian citizen and cannot be denied admission to Canada.
And finally, I respectfully request you testify to these matters at my currently ongoing trial. I anticipate your refusal to do so, so I will be seeking a subpoena for your testimony and for any and all evidence upon which your claims of me being a Canadian citizen are based.
I thank you for your time and assistance in these matters.
Patrick Fox
